Two different assets, not two grades of one
Inside the notified boundary, land is governed by DSIRDA. It sits in a Town Planning scheme, carries a final plot (FP) number, has a designated land use under the development plan, and has a committed — if phased — trunk infrastructure programme.
Outside the boundary, none of that applies. There is no TP scheme, no FP number, no development-plan zoning, and no authority obligation to bring roads, water or power to your plot. You own agricultural or NA revenue land governed by ordinary Gujarat land law.
These are not better and worse versions of the same thing. They are different assets with different risk profiles, and both can be reasonable purchases at the right price.
Why the ambiguity persists
Outside-SIR land is cheaper to acquire and carries higher margin. Marketing it alongside the SIR masterplan is legal, effective, and rarely challenged. Most buyers do not know the distinction exists until after they have paid.
The phrase to watch for is "Dholera" used as a region rather than as the SIR. Land can be genuinely in Dholera taluka and nowhere near the notified area.
How to check
Get the survey number and village name in writing. Then ask the direct question in writing: is this survey number inside the notified Dholera SIR boundary, yes or no?
If yes, the follow-up questions are which TP scheme, what final plot number, and what stage the scheme has reached. All three should be answerable immediately by anyone genuinely selling inside-SIR land.
If no, that is a perfectly legitimate answer — you are then evaluating a connectivity play on the expressway or airport approach, and should price it accordingly rather than on smart-city assumptions.
What the difference is worth
As of September 2026, outside-SIR plotting on the fringe starts around ₹2,000 per square yard. Inside-SIR residential starts around ₹9,000. Activation Area industrial, where trunk infrastructure is actually commissioned, starts around ₹21,000.
A buyer paying inside-SIR rates for outside-SIR land has overpaid by a multiple, not a margin. That is why this single check matters more than any other on this site.
