Dholera has entered a new phase. For years it was discussed almost entirely in terms of what it could become. In 2026, several pieces are physically taking shape.

So what has actually been delivered, what is still under construction, and what is worth watching over the next six months?

Delivered

Ahmedabad–Dholera Expressway

~109 km, inaugurated 31 march 2026 and open to traffic. Travel time ~45 minutes Ahmedabad–Dholera (from 2+ hours). The one anchor project you can drive today.

Under development

Dholera International Airport

Runway, taxiways and ATC tower complete; terminal ~75% Approximately ~80% complete. Runway and taxiway finished and a trial landing conducted; commercial operations remain a target subject to licensing.

Under development

Tata–PSMC Semiconductor Fab

~₹91,000 crore project. Major structural work complete; cleanroom fit-out and machinery move-in underway. No commercial chip production has begun.

NMHC Lothal + solar

NMHC Phase 1A reported at ~82% against a revised 31 October 2026 target. Solar capacity reported at roughly 300 MW operational.

The shift

From a master plan to physical infrastructure

Dholera is progressing from a planning-led development story toward a physical infrastructure and industrial ecosystem. That is a meaningful transition, and it is not the same thing as being a finished city.

What exists today is a delivered expressway, commissioned trunk infrastructure inside the Activation Area, an airport in its final construction and licensing stage, and a semiconductor fab under construction with a supplier ecosystem forming around it.

What does not exist yet is population, operating industry at scale, or the everyday urban economy those eventually produce.

In detail

Five developments to watch

Dholera International Airport

Under development

Runway, taxiways and ATC tower complete; terminal ~75% Reported at approximately ~80% complete. AAI trial aircraft landing, 4 June 2026 — a trial landing demonstrates the runway works; it does not licence an airport for commercial traffic.

Watch for

Licensing → operational approval → inauguration → first commercial flights. The remaining gate is regulatory, not structural, and runs on its own timeline.

Tata–PSMC Semiconductor Fab

Under development

A ~₹91,000 crore project in TP4 zone, Dholera SIR. Major structural work complete; cleanroom fit-out and machinery move-in underway. What has changed through 2026 is less the building than what is forming around it — equipment, materials, chemicals, infrastructure, supply chain and talent partnerships are turning a single factory into an ecosystem.

No commercial chip production has begun

Our own data carries a first-output target of around December 2026, while semiconductor mission material is reported to indicate commissioning in 2028. Those describe different events — a first trial wafer is not commercial commissioning — and both are targets. Treat either date as a plan, not a schedule.

Ahmedabad–Dholera Expressway

Delivered

~109 km. Inaugurated by the Prime Minister, 31 March 2026. Travel time from Ahmedabad is now ~45 minutes Ahmedabad–Dholera (from 2+ hours), against more than two hours before. This is the most tangible connectivity change the region has had — and the only item on this page that is finished rather than promised.

Better access changes which locations are viable. It does not, on its own, guarantee that any particular parcel appreciates.

National Maritime Heritage Complex, Lothal

Under development

A ₹4,500 crore project across ~400 acres under the Sagarmala Programme. Phase 1A is reported at approximately 82% against a revised target of 31 October 2026. A potential catalyst for heritage tourism, hospitality and visitor infrastructure.

Lothal is not part of Dholera SIR

They are adjacent, not the same. Lothal carries no SIR notification and no town planning schemes, and its growth case rests on tourism rather than industry. The distinction, in full.

Dholera Solar Park

Under development

Reported at roughly 300 MW operational against a broader Phase-I target of about 1,000 MW, with further capacity under development. Solar land sits at the bottom of the DICDL rate card at ₹400/sq m — the generation capacity matters for the region’s power position, not as a land investment thesis in itself.

Approved, not delivered

Longer-term connectivity

Formally approved is a real milestone. It is not the same as being built, and the gap between the two is measured in years.

Ahmedabad–Dholera semi-high-speed rail

Approved — not delivered

An approximately ₹20,667 crore corridor, approved by the Union Cabinet, planned to run at up to 220 km/h with a station at Dholera International Airport.

It is a rail corridor, not a metro

The two are different systems with different service patterns, and calling this a metro overstates how local and how frequent the eventual connectivity will be. Treat the projected run time and completion year as targets attached to a project that has been approved rather than started.

The distinction that decides everything

Dholera SIR is not the Activation Area

These two terms get used interchangeably, and doing so is how a buyer ends up paying Activation Area expectations for land nowhere near it.

  1. Dholera SIRThe notified region — approximately 920 sq km. A planning boundary, not a built city.
  2. Activation AreaThe Phase-I core, where trunk infrastructure is actually commissioned. A small fraction of the SIR.
  3. TP scheme and zoneWhich scheme a parcel sits in, what stage that scheme has reached, and what the zone permits.
  4. The specific parcelSurvey number, road access, title. Where every generalisation above stops applying.

Infrastructure inside the Activation Area is not infrastructure across the SIR

Almost every photograph of commissioned roads, drainage and power in Dholera is taken inside the Activation Area. That infrastructure is real. It does not extend across the whole notified region, and a parcel 20 km away does not share it — however often the same aerial photograph appears beside it.

    • Supplier ecosystem build-out around the fab
    • Early industrial occupancy — the first real test of demand

Why this matters

Infrastructure alone does not make a city

The usual development sequence runs: infrastructure, then anchor industry, then a supplier ecosystem, then employment, then the businesses that serve those workers, then residential demand, and only then an urban economy.

Dholera is somewhere between the first and second step. Each stage takes years, and each one can stall.

That is a framework for reading progress, not a guaranteed sequence and not a prediction about returns.

Dholera is developing — but not every parcel is developing at the same speed

Dholera should not be treated as one uniform land market. Two parcels a few kilometres apart can differ by several times in price and far more in prospects.

  • The Activation Area is not the wider DSIR
  • Airport influence falls away quickly with distance
  • Industrial and residential land have different demand drivers
  • Road access and section width change value materially
  • TP scheme and its stage decide what you actually own
  • Zoning decides what may be built
  • Planned infrastructure is not operational infrastructure
  • An announcement is not a completed project

  • Final plot (FP) number
  • Land use and zone
  • Road width and actual access
  • Infrastructure status on the ground
  • Title and land records on AnyRoR
  • Applicable permissions and NA status
  • Distance from real development nodes

Rates in this market are quoted in square yards, bigha and acres interchangeably, which makes two parcels hard to compare until the units match. Our area converter puts them on the same basis before you start.

Research & verification notes

Transparency matters. Some figures circulating across secondary sources have not been independently verified against a primary government or institutional release. They are therefore not used as confirmed facts in the main status cards.

  • Solar capacity. Approximately 300 MW operational against an approximately 1,000 MW Phase-I target. Reported; not traced by us to a primary release.
  • NMHC Lothal Phase 1A. Approximately 82% complete, revised target 31 October 2026. Reported, and a revision of an earlier July 2026 target.
  • Dholera airport construction. Approximately 80% complete. Reported in press coverage rather than confirmed by the developer.
  • Semiconductor commercial commissioning. A 2028 target attributed to semiconductor mission material. Distinct from the separately reported first trial output target of around December 2026 — a first wafer is not commercial commissioning.
  • Activation Area extent. Commonly quoted at approximately 22.5 sq km. Not present in our verified data, so it is described here in relative terms rather than as a figure.

Each of these moves into the main body the moment a primary source is available — not when more outlets repeat it. Repetition across secondary sources is not verification.
