Our read: Delivered. Inaugurated by the Prime Minister on 31 March 2026, this is the one anchor project that is finished rather than promised. Travel time from Ahmedabad has genuinely collapsed from over two hours to about 45 minutes, and that has already changed which micro-markets make sense.

Delivered milestones

What has actually happened, with the date it happened. This is the track record the region is entitled to be judged on.

  1. Policy

    Gujarat SIR Act enacted

    Legal framework established for the Special Investment Region, creating DSIRDA as the planning authority for the 920 sq km area.

  2. Planning

    Development plan and TP schemes notified

    The DSIR development plan and the first town planning schemes were prepared and notified, converting agricultural survey numbers into planned final plots.

  3. Industry

    Tata–PSMC semiconductor fab approved

    Union Cabinet approved India’s first commercial semiconductor fabrication plant at Dholera — a ~₹91,000 crore Tata Electronics investment with Taiwan’s PSMC, located in the TP4 zone.

  4. Aviation

    Airport Phase 1 civil works completed

    Runway, taxiways and the air traffic control tower completed at Dholera International Airport, developed by DIACL (AAI, Government of Gujarat and NICDIT joint venture).

  5. ConnectivityMajor

    Ahmedabad–Dholera Expressway inaugurated

    Inaugurated by the Prime Minister. The ~109 km greenfield expressway, built at over ₹5,100 crore under Bharatmala, cut Ahmedabad–Dholera travel from over two hours to roughly 45 minutes.

  6. Policy

    Dholera SEZ notified

    66.166 hectares notified as a Special Economic Zone focused on semiconductor and high-tech manufacturing.

  7. Connectivity

    Ahmedabad–Dholera semi-high-speed rail corridor approved

    Approximately ₹20,667 crore semi-high-speed rail corridor approved, planned to run at up to 220 km/h with a station at Dholera International Airport. It is a rail corridor, not a metro — the two are different systems with different service patterns, and conflating them overstates how local the connectivity will be.

  8. AviationMajor

    First trial aircraft landing

    AAI conducted the first trial aircraft landing at Dholera International Airport, a key step toward operational licensing.

  9. Aviation

    Cargo terminal reported operational

    The airport’s cargo terminal was reported operational, ahead of passenger operations.

  10. InfrastructureMajor

    Activation Area core infrastructure complete

    DICDL reported Activation Area trunk infrastructure — roads, water, drainage and the power backbone — at or near completion, with industrial allotments made to ReNew Power, Tata Power Solar, Torrent Gas and Hitachi Hi-Rel.

Targets, not promises

Dholera dates have moved before. If your purchase only works out when a date below lands on schedule, you are taking more timeline risk than you probably intend.
  1. Aviation

    Airport commercial operations targeted

    Operations have been targeted for around September–October 2026 following licensing. Phase 1 is designed for roughly 1.5 million passengers a year.

    Status: Construction ~80% complete; licensing is a separate gate

  2. Industry

    Tata–PSMC first chip output

    First wafer output targeted from the Dholera fab. Structural work is complete and cleanroom fit-out with machinery installation is underway.

    Status: Structure complete, equipment arriving; reported progress varies by source

  3. Tourism

    NMHC Lothal Phase 1A opening

    First phase of the ₹4,500 crore National Maritime Heritage Complex at Saragwala, with 10+ international country pavilions signed.

    Status: Phased delivery under the Sagarmala programme

  4. Industry

    Fab capacity scale-up

    Production expected to stabilise and scale toward the planned capacity of approximately 50,000 wafers per month.

    Status: Dependent on first output landing on schedule

  5. Industry

    Aircraft final assembly line

    Embraer and Adani Aviation Systems have signed an MoU to establish a final assembly line for a civilian aircraft programme at Dholera airport.

    Status: MoU stage — not yet under construction

  6. Connectivity

    Semi-high-speed rail completion target

    Ahmedabad–Dholera high-speed corridor targeted for completion, with a projected Sarkhej–Dholera run of around 34 minutes.

    Status: Approved and funded; construction timeline long

  7. Planning

    Full SIR build-out

    The DSIR masterplan runs to 2040 across the full 920 sq km. Everything delivered so far represents a small fraction of the planned area.

The case against, stated fairly

Dholera has disappointed before

The SIR was announced in 2007. Between roughly 2008 and 2013 prices moved very little and early buyers waited far longer than they had been led to expect. Anyone presenting Dholera as a one-way appreciation story is not showing you the whole record.

Concentration risk is high

A large share of the region’s value rests on a small number of anchor projects proceeding roughly as planned. If the fab timeline slips materially or the airport licensing drags, the demand thesis weakens across every micro-market at once.

Land is illiquid

There is no exchange for a plot in TP6. Exit depends on finding a specific buyer for a specific parcel, and in outer schemes that can take a long time. Invest capital you can leave alone for years.

Target dates are not commitments

Every forward-looking date on this page — airport operations, first chip output, Phase 1A opening — is a target published by a developer or authority. Some will move.
