What is the Dholera master plan?

It is the Draft Development Plan and Proposed Land Use Plan 2010–2040, prepared by DSIRDA in Gandhinagar and sanctioned by the Apex Authority (GIDB) on 10 September 2012, in force from the same date. It fixes the land use for every parcel across the 920 sq km region and sets out the town planning scheme framework that later produces final plot numbers.

Why does the master plan matter before buying land in Dholera?

Because it decides what a parcel is permitted to become. Zoning under this plan is what separates ₹4,000 per sq yd sports-zoned land from ₹21,000 per sq yd Activation Area industrial. Buying on an assumption that the designated use will change later is speculating on an administrative decision nobody has promised.

Every colour on the plan maps to one of these. What a parcel is zoned decides what it can become — and most of the price dispersion in Dholera follows from it.

How to use this plan on a specific parcel

  • Get the survey number and village in writing from the seller
  • Locate the parcel on the plan and read its actual land-use designation
  • Identify which TP scheme boundary it falls inside
  • Confirm that scheme’s stage — draft, preliminary, final or sanctioned
  • Cross-check the final plot allotment against the sanctioned scheme record
  • Pull the 7/12 on AnyRoR against the same survey number
  • Check whether the road giving it frontage is built or only reserved

Zoning restricts — it does not discount

Recreation and Sports land is inexpensive because its permitted uses are narrow, not because it is undervalued residential land. Anyone suggesting a rezoning is coming is speculating on a decision nobody has made.
